To thoroughly implement the "State Council Opinions on Strengthening Urban Infrastructure Construction" and the "State Council General Office Guiding Opinions on Strengthening the Construction and Management of Urban Underground Pipelines", and to fulfill the State Council's key task assignments and improve the construction and management of urban communication pipelines, the Ministry of Industry and Information Technology issued the "Notice on Strengthening the Construction and Management of Urban Underground Communication Pipelines".

To thoroughly implement the "State Council Opinions on Strengthening Urban Infrastructure Construction" and the "State Council General Office Guiding Opinions on Strengthening the Construction and Management of Urban Underground Pipelines," and to fulfill the State Council's key task assignments and improve the construction and management of urban communication pipelines, the Ministry of Industry and Information Technology issued the "Notice on Strengthening the Construction and Management of Urban Underground Communication Pipelines."
The Notice proposes that by the end of 2015, a comprehensive survey of urban communication pipeline information should be completed, an urban communication pipeline management information system should be established, and a special plan for urban communication pipelines should be compiled; striving to complete the safety hazard investigation and transformation of urban communication pipelines within 5 years, and establishing a protection mechanism for urban communication pipelines; and within 10 years, building a relatively complete urban communication pipeline system, so that the urban communication pipeline management level can adapt to the needs of communication development, and the safety and emergency response capabilities are significantly improved. This is the overall requirement.
The Notice clarifies six key tasks: compiling special plans, standardizing construction practices, strengthening transformation and maintenance, actively promoting pipeline construction, conducting resource surveys, and establishing information systems. It requires the communication administration bureaus of each province to organize and carry out the construction and management of urban communication pipelines within their administrative regions, and all basic telecommunication enterprises to actively complete various tasks.
