From August 4th to 5th, China Petroleum held a symposium on the development and management of natural gas and pipeline businesses in Beijing to implement the spirit of the group company's leadership cadre meeting and deploy the "Twelfth Five-Year Plan" business development.   From August 4th to 5th, China Petroleum held a symposium on the development and management of natural gas and pipeline businesses in Beijing to implement the spirit of the group's leadership cadre meeting and deploy the "Twelfth Five-Year Plan" business development. The meeting conducted in-depth discussions on how to deeply grasp the situation and tasks facing the natural gas and pipeline businesses during the "Twelfth Five-Year Plan" period, effectively strengthen the three basic works, continuously promote refined management, improve pipeline operation levels, and promote the sustainable development of the business.

  Zhou Jiping, Deputy General Manager and member of the Party Leadership Group of the Group Company, and President of the Stock Company, and Liao Yongyuan, Deputy General Manager and member of the Party Leadership Group of the Group Company, and Vice President of the Stock Company, attended the meeting and delivered speeches.

  Zhou Jiping emphasized the need to comprehensively promote the three basic works, implement refined management, continuously improve the quality and efficiency of development, and strive to create a new situation for the development of natural gas and pipeline businesses, making greater contributions to building a green China Petroleum.

  After fully affirming the leapfrog development of natural gas and pipeline businesses during the "Eleventh Five-Year Plan" period and the outstanding achievements in production and operation in the first half of 2011, Zhou Jiping pointed out that the "Twelfth Five-Year Plan" period is an important strategic opportunity for the Group Company to build a green, international, and sustainable China Petroleum and to continuously promote the construction of a comprehensive international energy company. Achieving large-scale development of the natural gas business is the key to building a green China Petroleum. In the face of risks and challenges such as increasing pressure on natural gas market development, heavy tasks in the construction of key oil and gas pipelines, prominent contradictions in the safe and stable supply of natural gas, and increasing difficulties in enterprise control, it is necessary to further enhance the awareness of opportunities, concerns, and risks, firmly grasp and utilize the important strategic opportunities, and promote the rapid and high-quality development of the natural gas business.

  Zhou Jiping demanded the comprehensive implementation of the spirit of the Group Company's leadership cadre meeting and the strengthening of the three basic works. Further strengthen grassroots organization building, closely combining the actual development of natural gas and pipeline businesses and changes in the internal and external environment, and continuously improving the overall level of grassroots construction; continue to deepen the construction of basic management projects, strengthen quality management, improve new business processes, and continuously promote safety rating and asset integrity management audits; effectively improve the basic qualities of cadres and employees, and strive to create a high-quality workforce; continuously improve safety and environmental protection performance, ensuring overall control of safety and environmental protection. Seize rare development opportunities and fight two tough battles: market development and key project construction. Give full play to advantages, strengthen product sales and downstream utilization, increase market development efforts, orderly promote the construction of key pipeline projects, maintain double-digit year-on-year growth in production and sales volume, and strive to maximize efficiency while ensuring safe and stable gas supply.

  Zhou Jiping emphasized that refined management should be used as an important tool to transform the development mode and continuously improve the quality and efficiency of development. It is necessary to handle the relationship between supply security and efficiency creation, steadily improving operating efficiency while meeting the needs of economic and social development, continuously promoting refined management, and making great efforts to increase production and income and reduce costs and expenses. It is necessary to strengthen control, refined operation and management, optimize structure, refined investment management, and scientific coordination, refined oil and gas transportation management. At the same time, do a good job in harmonious and stable work and actively create a good internal and external development environment. Focus on ensuring and improving people's livelihood, actively showcasing the company's image and enhancing brand value in services, actively fulfilling social responsibilities, and driving local economic and social development.

  In his speech, Liao Yongyuan pointed out that natural gas and pipeline businesses, as important links in the group company's industrial chain, value chain, and supply chain, have played an important role in the group company's construction of a comprehensive international energy company. He demanded seizing opportunities, taking advantage of the momentum, enhancing a sense of responsibility and mission, and striving to achieve better, more scientific, and more sustainable development of natural gas and pipeline businesses. Increase the sales of natural gas and strive to increase the supply of clean energy; vigorously transform the development mode, control cost growth, optimize investment structure, and ensure the quality of construction. It is necessary to effectively strengthen safety, environmental protection, and energy conservation and emission reduction work and continuously improve HSE management levels. While talking about development, we must pay more attention to intrinsic safety. We must establish the concept of respecting life, respecting the law, respecting laws, and respecting supervision, increase efforts to address hidden dangers, and pass safety responsibilities on to every employee. It is necessary to vigorously carry out refined management, focus on strengthening the three basic works, and lay a solid foundation for the development of the natural gas business. Vigorously carry out benchmarking management, compare with advanced enterprises to find gaps, and accelerate rectification. In the case of rapid business development, rapid market expansion, rapid technological updates, rapid personnel expansion, rapid policy adjustments, and prominent contradictions and problems in the changing situation, the three basic works must be constantly grasped and never relaxed.

  Zhou Mingchun, Chief Financial Officer of the Stock Company, and Huang Weihe, Chief Engineer, attended the symposium. The meeting also invited DuPont and BP to exchange experiences in safety management and refined management.
