Construction of scientific planning and information pipelines in Beijing

To make full use of limited resources and accelerate the construction of information infrastructure in the capital, the Beijing Municipal Communications Administration and the Beijing Municipal Commission of Economy and Information Technology recently jointly issued the "Beijing Information Pipeline Construction and Management Measures (Interim)", further standardizing the management of information pipeline construction.
The "Measures" cover the entire process of information pipeline construction and clarifies that the Municipal Commission of Economy and Information Technology and the Municipal Communications Administration are jointly responsible for the construction of information pipelines in Beijing. The Municipal Communications Administration is responsible for the overall planning of information pipeline construction, determining construction projects and scale, determining the construction units of projects, and organizing and coordinating the management of information pipeline construction. It requires that information pipeline construction units, when organizing construction projects, select surveying, design, construction, and supervision units that meet the project qualification requirements, strictly abide by the bidding regulations, and strictly abide by the relevant regulations on construction market management of the Ministry of Industry and Information Technology, Beijing Municipality, and the Municipal Communications Administration. They must provide relevant information to various demanders in a timely manner regarding project planning, contract signing, and project settlement, and completed projects must be put into use promptly. The "Measures" also makes provisions for ensuring the joint construction and sharing of pipeline resources, requiring full utilization of existing resources, and that all information pipeline owners open up pipeline resources to promote resource sharing and interconnection.
The "Beijing Information Pipeline Construction and Management Measures (Interim)" clarifies the responsibilities of all parties and guides the information pipeline construction work of various operating companies and related units. Its release meets the development and needs of the capital's information pipeline management work, lays the foundation for the construction and management of information pipelines in Beijing, and will play a positive role in further meeting the needs of 3G, broadband, base station construction, and triple-play convergence for fiber optic transmission of information pipelines.
